Level 3 and 4 Council COVID-19 Update
The Government has announced a national response to the recent COVID -19 community outbreak in New Zealand.
Auckland remains at Alert Level 4, the rest of New Zealand is now at Alert Level 3.

- Council offices are closed and staff are working remotely. The Library and Museum are also closed.
- Due to COVID Level 4 lockdowns we have closed all public toilets except Mill Road (this will be kept open for truck drivers use and people traveling for essential work).
- We must also close all children’s playgrounds.
- Noise control service continues subject to Armourguards COVID protocols.
- Maintenance of essential services only - emergency responses to water, roading and animal control issues.
LIM requests and Resource Consent applications
We will continue to process new LIM requests and resource consent applications and existing applications already in the system. Please note this service is subject to some limitations due to restricted access to physical property files and local connectivity issues, there may be some delays.

Building Consents
Building Consent applications and applications for Exempt Building work are being processed as per normal but please use our online portal for submissions or via email as we are unable to accept hard copy applications at this time.

Building Inspections
Most building and construction work can continue if it can be performed following the appropriate health and safety measures and physical distancing measures in place for both workers and (where relevant) building occupants. Site inspections are permitted provided arrangements made remotely with COVID-19 risk management practices.

Liquor Licensing applications
Due to a previous Order In Council set by the Government during the previous lockdown period and still in force, certain Tri-Agencies such as the Ministry of Health (MOH) are currently not reporting on new special licence applications. They are still reporting on off and club applications. Please be aware that there are no timeframes for the MOH to report on these at this time whilst this Order In Council is in place.
Community Support and Welfare
Kaikōura District Council, Neighbourhood Support/GetsReady and Te Ha o Te Ora Kaikoura Health have been working closely with Te Tai O Marokura, Te Hā o Mātauranga, Te Whare Putea, Maori Wardens, Red Cross and Regional Canterbury Civil Defence to ensure elderly and vulnerable residents across the district have access to help and welfare needs, to get them through the lockdown period. What do you need to do?
- Stay home and in your bubble
- The Delta variant is the most transmissible variant and a greater threat to the health of individuals who contract the infection.
- You can only leave home to shop for groceries, access necessary healthcare, get a COVID-19 test, exercise in your local area, or go to work if you are working in an Alert Level 4 service and cannot work from home.
- Please wear a face covering and keep 2 metres distance from others when leaving your home. Especially if it is difficult to maintain physical distance from others.
- You legally must wear a face covering: on public transport, on flights, if you are a taxi and ride-share drivers — we strongly encourage passengers to as well.
- If you have cold, flu or COVID-19 symptoms, stay home and call: Healthline for free on 0800 358 5453, your doctor, or your iwi health provider.
- Keep track of where you’ve been - scan QR codes using the NZ COVID Tracer app and enable Bluetooth tracing on your device. Check that you have Bluetooth tracing enabled on the dashboard of the NZ COVID Tracer app. If you don’t, turn it on now. If you aren’t able to use the app, download or request a COVID Tracer booklet, keep a calendar or diary.
